In September of 2022, four representatives were sent to the IBEW Women's Conference in Washington D.C.; Candice Edge, Shay Oliver, Nia Mandela, Lynn Hodge. During the conference, the challenge was given for all IBEW locals to start a Women's Committee. Candice and Shay took on this challenge.
In November 2022, the first meeting of the Women's Committee took place. Candice was voted in as Chair Woman, Shay as Recording Secretary.
In August of 2023, Caitlyn Allen and Sabie Touissant became Co-Treasurers.
In October of 2023, the original bylaws were adopted and Shay became co-chair.
Candice started the apprenticeship in 2010 and became a JW (Journeyman Wireman) in 2016. At the time of her appointment she was working for the city of Atlanta as a Senior Electrical Plan Review Specialist.
The IBEW Women's Conference lit a passion inside her like a match to kindling, and she returned ready and determined to see a women's committee implemented in 613. Candice was determined to create a place inside of the IBEW where everybody, but especially women could find safety and support.
Candice truly believed in being a Great Sister. She was always willing to listen and provide support or guidance. She was also the best kind of pusher. Pushing you to do more than you thought you could, because she knew you could.
Her favorite saying was "Lead, Follow, or Get the Fuck Out of the Way!"
Unfortunately, Candice passed away in August of 2025 at the age of 38.
She will forever be loved and missed.
Shay started the apprenticeship in 2021 and became a JW in 2025 at 38 years old.
After the conference, Shay wanted to bring back the energy and empowerment that seemed to radiate from all the union women electricians. She stepped up and helped to build the women's committee by primarily focusing on gathering, organizing and sharing information. Growing more confident by speaking at committee meetings, union meetings and by fundraising by selling snacks to help pay for dinner for committee meetings.
Shay was also fortunate to be in the first round of a new mentorship program through the IBEW Women's committee and was chosen to be on a panel in 2024 at the New Orleans conference.
Shay stepped down from her position to travel after turning out.
